On July 1, 2004, Tierra Energy completed the acquisition of a 50% ownership interest
in the Rupert Cogeneration Facility located in Rupert, Idaho. The Rupert project is a
10 MW natural gas-fired cogeneration power plant which entered commercial operations
in late 1996.
The facility utilizes proven Solar Mars gas turbine technology operating in combined
cycle with a Murray-Tuthill steam turbine and a Deltac heat recovery steam generator.
The Rupert project sells electrical energy under a long-term Power Purchase Agreement
with Idaho Power Company. Natural gas is purchased from Talisman Energy and the Facility
holds firm gas transportation with Northwest Pipeline and Intermountain Gas Company.
Fuel management services are provided by Amerada Hess. Thermal energy is sold under
a long-term Thermal Sales Agreement with Idaho Fresh-Pak, a manufacturer of
dehydrated potato products.
Tierra Energy provides asset management, contract compliance, tax, insurance and accounting
support to the project and a subsidiary of Black Hills Corporation is the plant operator.
